Evidence from the EPA's Risk-Screening Environmental Indicators Model: Blacks live in more polluted cities and in more polluted neighborhoods. Hispanics live in less polluted cities, but more polluted areas within cities. We find a consistent income-polluti on gradient, with lower income people significantly more exposed.
